Hello Ian; The "cover" referred to in the manual for timing marks is that large cap with the screwdriver slot at the bottom of the left motor case. All it does is tell you when the piston is on "top". The timing is preset at the factory and should never need any attention unless you do a major overhaul and take the motor completely apart. That "loose bolt" is the one at the front left near the decompressor mechanism. It is simply a bolt with a nut instead of being a screw-in like the others.
If you need to take that large cap off to set the piston, see if you can find a large washer of the type that is used with 1 1/2" high strength bolts. Grind the washer to fit the slot then use a realy big screwdriver as a lever in the hole of the washer and you can get that cap off without chewing up the soft aluminum slot. I don't know why, but that cap is really tight and screwdrivers just slip out of it and tear it up.
